IWT social partners against violence and harassment

Inland waterway transport social partners sign declaration against violence and harassment

Brussels, 21 October 2026 – Today the European Barge Union (EBU), the European Skippers Organisation (ESO) and the ETF signed a joint declaration engaging to a zero-tolerance approach to all forms of violence and harassment in the workplace, including gender-based violence. The declaration emphasises the importance of prevention, accessible and trusted reporting procedures, prompt investigation and appropriate follow-up. It also calls for protection against retaliation and adequate support for victims.

The European Transport Workers’ Federation (ETF) 2026 survey on violence against women in the transport sector reveals that violence and harassment remain widespread. Although the findings are not necessarily representative regarding inland waterway transport, the sector’s social partners recognise that violence and harassment must never be considered part of the job.

Right to a safe working environment
The social partners stress that everyone working in inland waterway transport has the right to a safe, respectful and inclusive working environment. Through this declaration, they commit to working together to prevent and eliminate violence and harassment and to promote a culture of respect throughout the sector.

The declaration was signed in Brussels by Maira van Helvoirt (EBU), Livia Spera (ETF) and Marjan Beelen (ESO), during the Social Sectoral Dialogue.
